I always start a site with a plan. A basic, very rough, line drawing of the site I intend to build.
I sketch out blocks of content and use these to code the site.
Pictures come afterwards. So essentially, I create a text based site and fill it up as I progress.
The design for the site is as follows:

As you can see, I have gone for a left navigation bar and content on the right.
I have a header (with a logo and featured product), a body (menu and content) and footer (adverts and links).
It may become more appropriate to use a drop down menu such as the one used on this site.
As for coding the site, I am thinking of using a open source content management system to make my life easier. I will then hard code pages around this, such as the comparison engine.
