Nothing to do with Digg itself but there's an open source Digg style script called Pligg which means you can create your very own Digg style service.

Some examples that already use this script are:
 

The chances are you will never make a site as popular as Digg with Pligg but you can certainly have a go at it.

On the plus side, you will probably not crash the sites you link to so you won't have the problem of the digg effect.
